Sean T. Higgins, a 32-year-old from Philadelphia, is wanted on charges of misdemeanor stalking and harassment, Westtown-East Goshen Regional Police said in a release.
The charges stem from an alleged incident involving a Westtown resident on April 21, the department wrote. A warrant was issued for Higgins' arrest after he "refused to turn himself in to police," they added.
